* WHERE...Northwestern Connecticut, eastern New  York, and western   Massachusetts. 

* WHEN...From late Monday night through Tuesday morning.

 * IMPACTS...Frost and freeze conditions could kill crops, other  sensitive vegetation and possibly damage unprotected outdoor  plumbing.

Storm in Central U.S. will head east to bring rain tonight..with some wet snow from Appalachians to New England. Heavy rain and storms for South. Windy and cold weather will follow East....but very warm west.
